Isn't there a step before that? For example, do I use the lasso tool to outline the image, press something to make it stay cut out and then drag it over. That's where I am having difficulties.

This doesn't work for me. I have tried dragging multiple images that have a transparent background over top of another image and the second image will not pick up and move off of its screen, if i try and move the layer it just says could not complete your request because the destination document cannot accept the layer.
I LOVE YOU, my photoshop would not allow me to drag and drop because it ran as admin which is annoying now I can use this method, may be a little tedious but it works!
@@hamzalokhandwala5213 select the image you want as the background and duplicate the layer. Drag the image that you want to resize from the photos bon into the background duplicate layer and left click the select tool. You will then see a small square in each corner of the image. Right click on any one of these squares, a double headed arrow appears. hold the mouse down and move the arrow towards the centre of the image. Play around until you get the image to the size you want it. Hope this helps
