In mid-1985 the government stripped away another layer of protection by abolishing the Wages Councils,which set pay minimum scales for workers. That was especially so for young workers,who from then on could be taken on for as little remuneration as the employer could get away with. Luckily for me,I was almost 21 by that time so I wasn't about to be hit by the worst of it.

lol, The 80s had tons of political and economic upheaval. The music of that time is mostly in direct counterpoint to what was happening, and sounds more joyous because the poor employment prospects had most of the youth joining/creating bands and music. I love that they made such upbeat energetic songs - even bands like The Cure, Joy Division, Echo & The Bunnymen, Siouxsie & The Banshees, Depeche Mode could put downbeat lyrics to uptempo music. Just think of how new music takes those same songs and covers them as downtempo, downbeat accoustic/piano numbers. That's why the original acts are miles better. They intuitively understood nuance and contrast better.
There were plenty of troubles going on back then including The Troubles themselves. We're living with the consequences of the politics that Weller is opposing in this song and many others. Financial Inequality is worse now but there have been positives such as gay marriage although still a long way to go with the right wing determined to stoke culture wars and keep us fighting amongst ourselves
