It's pretty conservative to be honest.
Base Goku is on par with Syn Shenron in this continuity. So he should be way above 125 billion.
Pikkon is stronger than that base Goku, so he has no business being only 9 billion.
Gohan weirdly enough is stronger than Vegeta in this manga. He kept up better against Xicor than even Vegeta.
Xicor even before transforming was superior to Omega Shenron. As he's stated to be the biggest threat earth faced.
You already have end of Z Pan at 60 million so why is AF Pan at the same level? Are you implying that between EoZ and AF passing through GT, she didn't get stronger? Also Bra is shown equal to her during their training session, the gap cannot be as big as Cell games Goku and Buu Goku.
Kibitoshin is weaker than the east(or west forgot) Supreme Kai. No reason to try and self destruct if he could take her on.
Theses are glaring issues but if solved would make it more accurate to the manga.
When was Base Goku shown to be on par with Syn? Pretty sure we only see him (Omega Shenron) in his final form too.
Pikkon looked like he had a hard time with Broly, who didn't seem to be much stronger than before - Vegeta says even his son Trunks should be able to take him on. So I really don't know how strong Pikkon is supposed to be.
It seemed that way to me initially too, but Vegeta still says he's number one (at least when Goku's not around), so perhaps Gohan got a rage boost or caught Xicor off guard or something?
I don't remember him being stated to be the biggest threat Earth faced, and he's almost defeated by two SS4s and one SS1 so I don't think he's stronger than Omega who should be around 5x regular SS4 level.
EDIT: A lot of the problems about Xicor being "weak" would be solved if Vegeta/Gohan used Ultra Full Power SS4 instead of the regular variant

Seriously? At least from what I remember he didn't even struggle with him. Also he's at least over base Goku since he didn't just increase his power still in base during the fight, he actually transformed into a SS5. I know about ki control thing (SSB vs Krillin), but that's not something a fan manga would do without establishing it.

Trunks considered Vegeta and Gohan fusing, but Vegeta himself said that wouldn't work. That would make Xicor way stronger than during the actual fight, so his power is kinda inconsistent.
I'd like to say Vegeta wasn't just switching in between SSG3, SS3 and SS4, but he actually took those 3 transformations over their normal limit (Level 3 according to the manga, while SS3, G3 and 4 were level 2 and SS2, G2 and Golden Oozaru were level 1 beyond SS.), so he could have achieved UFPSS4 power.
When were Gohan and Goten shown to be equal?

Xicor also appears as an antagonist in an animated series called Dragon Ball Absalon by Mellavelli. In here, he is shown in the opening, fighting Goku and appears to be a "Super Saiyan 6".
