Shock inspection, How do i tell if my shocks are bad

How do you know when your springs need to be replaced?

I just got a couple of rough country N3 shocks for the rear my Silverado I took them out of the box and I noticed right where the seal is there's like some clear fluid does that mean they are leaking or is that just some type of residual oil from the build?
