Been playing videogames since the first Mega Man on the Nintendo, and I think I can safely say, that is the most unbalanced dumb boss fight I've ever seen in a videogame. Its fairly doable if you have the right items, but if you didn't plan for it or get lucky? You can't win.
Definitely unbalanced. There's a way through this fight with lower rng risks, where if you skip multiple turns the reflect ability is gone for a single turn. If you don't have good damage, you might end up fighting this thing for ages to try barely slipping through this little window.
