What are the rules and regulations over where you are ? In Australia if you block off the EGR and have to get the vehicle inspected it won’t pass. So we usually put a blanking plate on one end the egr pipe, or even some people put a ball bearing in it the vacuum line so it it can’t open the valve . Either way looks like the egr is still functional. Cheers !!
They are required to be there unless the vehicle is being used on track or offroad. So if the annual "MOT" tester is inclined, they can fail the car's test. It's unlikely that roadside police would ever look though, unless you are driving like a knob.

They don't, but I've got a spare intake heater so I can knock out the internals and show everyone what's needed!
