I was thinking that as clean as that carb looked that the idle circuit jet slightly enlarged with micro drill bit would do the trick. Probably lean from factory as many are.
Yes. The owner wanted it back as snow was coming the next day. I wanted to order a new carb but he was in a hurry. When it came to me it surged under load. Now at least it surges a bit at idle but not under load. Thanks for watching.

Bruce I have a Toro power lite 98cc and I try everything to get the surge out. The engine rpm are between 4300-4500 and carburetor been clean and rebuilt. I even check the muffler port for blockage and nothing.
OK these devils surge from the factory. The best thing you can do if you want to is ream out the main jet and the idle jet (just a tiny bit with micro drill bits). Even after doing that to this one it still surged a bit. Lawn mowers have the blade that acts like a larger flywheel so they don't surge as much. Good luck. If it smooths out when blowing snow (as a non mechanic) I would leave it as reaming it out is a bit dicey if you are not confident. Bruce

I heard the shrouding traps a bit of heat that slows carburetor icing but I do not know if that's true.

That's great! I got a battery power snow blower for Christmas it runs on two 24 volt batteries. All I need now is some snow to try it out on.

Ream out the little jet under the black plastic screw with a mini drill bit. It almost always works to stop surging on Hondas.
