I've always wondered, do the rockets themselves from elite units (V3, Dread) get more HP? What about subunits like Destroyer and Aircraft Carrier planes?
For weapon objects like Ballistic Missiles (V3, Dread Rockets, Boomer Cruise Missiles). No, they don't get more HP or any Veterancy effects. Elite weapons are simply different weapons that are more powerful and produce new effects. For Child Units(Destroyer Osprey, Carrier Hornets), they themselves can get Veterancy (and its benefits: More HP, More Damage, a flat damage reduction to all sources) but they cannot pass it on to their Parent unit (notice the Veteran/Elite Destroyer Osprey's chevrons disappearing when landing back to the parent unit) but they still are Elite until destroyed.

I believe yes, for destroyer and Carrier case, they are so fragile, it is neglectible

Because the sea scorpions have no rotational turrets, they become vulnerable for a bit. Similar to TDs and Mirage tanks
