It also seems like sea scorpions don't do too well if the target is too close as they just start spinning around and just guess game where to attack while loosing precious rate of fire.

The Sea Scorpions are more effective than the Aegis Cruiser against crowds. Aegis Cruisers' missiles self-destruct when the target is destroyed.

The soviet air defense has area of effect attack, it looks like they are missing the target, but they actually damage multiple enemies.
