Generally when against a thicc horde or armor, you want your spam special heavy attacks with power maul. The maul has infinite cleave when doing so, although there’s huge cleave damage falloff. You be applying bleed to everything in the swing though. You can stun lock everything except monstrosities and crushers doing this. The explosion itself is the main cause of the stun lock, not the swing, so you’ll be locking things behind you as well. The explosion benefits from the ogryn skill that increases explosion radius. Combo it with the damage stacks to staggered enemies blessing and you’ll be able to stun lock entire rooms while amplifying any damage the enemies receive. Used like this, it’s actually an excellent crowd control and support weapon.

Echo chambers allowed the meme to spread in ignorance. This is part of why you almost never see anyone use the tactic I described; it’s an unknown for most of the community. The tactic I described, when used properly, is actually part of my strongest auric maelstrom carry build. If there is a skill ceiling where its effectiveness falls off comparatively to other weapons, it’s far beyond what the average player will ever come close to reaching.

You've described exactly the reason I abhor the maul like I did the pre rework crusher, and why I hope someday soon it'll get a proper rework. Mass CC is one of the biggest problems plaguing Darktide at the moment, and the only way to make this weapon "shine" is to abuse it and ignore mass as a mechanic.

Whether or not that effect is balanced or positive I see as another topic of discussion. I’m speaking regarding the prevalent opinion that the weapon is bad efficiency wise, as in, it is ineffective and makes winning a match more difficult and less likely. This is the majority of the narrative I’ve encountered against the weapon. Most believe the weapon is bad rather than broken.
