Small correction. Mass isn't exclusively reduced by 25% when staggered, but has scaling reduction with stagger strength : 10%, 25%, and 50%.

I have been experimenting with a zealot piety build using perfect strike on a heavy sword, it's interesting but I haven't bothered to dig into the numbers. Shreds mixed hordes pretty good though. Would be curious to hear other's thoughts on such a build as it is rarely discussed online.

I was wondering why most people ran general cleave perks instead of the one that was phrased like weakpoints didnt count to cleave. Its stupid, but it makes sense because if it it did exactly what it said it'd probably be seriously overtuned for a long list of weapons
