I had two different saves. My attack level wasn't upgraded at all in the other, and the other had all the skills, (it was for whatever that secret fight even was..), I was just fucking around with the final boss while using the latter's file. I usually play the entirety of the Yakuza / Judgment series games without leveling attack power *if possible*. I pretty much feel the same way though, I hate how fast fights go whenever you unlock those upgrades.
@@iorisushi Yeah, seeing all of this no damage videos made me realize that being op as fuck is not that fun. Meaning that you need to actually have a strategy rather than doing 3-4 heat actions and killing the boss instantly
They are glitched. The unlocks show in your PS4's notifications but it doesn't sync with PSN's servers. All we can really do is hope PSN or SEGA does something about it.

I kept my attack level at 2 for the rest of the dlc and i don't regret it. Makes fights last even longer
