"Primary job is to find drugs and guns on the streets" - that's the problem right there. His primary job is to uphold the law, for others and himself. And why is a PD paying reparations for complaints, if they say there was nothing wrong. Lets put that toghether: A PD doesn't hold their own LEO's accountable for their actions and uses public funds to pay for crimes they did. Seems like the field officers are not the only problem of this PD, maybe first search at the top.

This LEO is doing his primary target on a "by all means nessesary" or "the end justifies the means" base. He has no problem breaking the law and and the constitutional rights of citizens and his superiors somehow doesn't have a problem with it neither. Fighting crime and upholding the law isn't impossible, it is more an imperative if you work in law enforcement.

A relatively small set of cops causes a far disproportionate number of complaints and violations.
The fact that they are TOLERATED is what taints police departments as a whole.
    Bad Apples?
    The phrase is badly distorted.
It DOES NOT mean there are too few bad cops to bother with.
Just the opposite -- bad apples spoil the lot. Purge them or they ruin whole departments.
That is what the phrase means.

Always file a written complaint if you feel your rights were violated by an officer. You might feel it's a waste of time and they just throw them in the trash and for the most part they do but when the officer gets caught on video committing a bigger offense they can't say they have never had a complaint. This officer would probably have 400+ complaints if every person rights he violated had made a formal written complaint.

Make sure it’s filed and given to the Internal Affairs Division ( IAD ). Their supervisors could be just like them and never give it to the IAD.

@@Harley08 Great point! Most immediate supervisors are drinking buddies, they come over the weekend for bbq with the officers they supervise.

It's a shame that right and wrong or truth and lie is determined on what position you have in life to face the consequences of your actions and not on the definition of the words truth, lie, wrong and right because it's ran by men and women who are bias.
