I didn't play the game, and i assume somethings were changed and they didn't try to follow the original telling of the story, BUT. Wukong literally wreck heaven's kingdom solo BEFORE he went to help deliver the scripture, so why the would they think they have a chance to fight him again? Ju Ling Shen is a Giant with enormous force who could split a mountain the size of Olympus with his axe or simply pull that mountain with his bare hands. His weak point is magic power. The four Tian Wang are guardians of four directions. They are also giants but not that big as Ju Ling Shen. Their forces are also weaker but have more magic power. Wu Kong used to defeat them all at their own strong point. So that's why they have Yang Jian or Er Lang Shen this time. Yang is the only one who could match Wu Kong in the fight and last long enough for others to support.
