One has to wonder what the tow truck driver intended to accomplish. Was this road rage? Did something precede this action? How did he expect to dispose of the people *inside* the vehicle, whom are under no obligation to exit the vehicle. What was his end-game plan. So many questions.
He was probably hoping to trick people into believing that he was in the middle of towing the car to an impound lot, and the owner tried to get it back in the middle of it.
Think of a Karen accusing you of stealing from her or something like that. It's a similar tactic. You're not prepared for it, no one was paying attention when it happened, and the tow driver had a story already prepared in advance.

The pursuit is terrifying, But why not drive to the police station?
So attempted kidnapping, theft and dangerous driving. Why is that tow truck driver not sitting in jail?
Even if you had outstanding money on your car, bill or even tickets, it's illegal for a tow truck to tow you out in traffic.
In its most BASIC sense, this is attempted kidnapping. Driver should be in prison for several years.

Have you ever seen “The Big Lebowski”? The scene when the Dude goes to pick up his stolen car that was recovered and asks the officer if they have any leads is what I am thinking of. “Leads??? Hahaha (laughing in his face)” An understaffed and under funded police department in a city with rampant crime problems -- hahaha.
There was a day in journalism when reporters would find a business, go to the door, and ask the business owner what was happening. Now they just wait for a phone call that will never happen.
Reporter: [5 min before broadcast, sends email and leaves voicemail]
Also reporter: "The company didn't respond prior broadcast..."
😂 I remember those days. If the person wasn't at the business, they would find their home address to confront them while they were walking their dog.
Nowadays they're afraid they'll get shot, because it's a likelihood.
@@kekef3620 Rob Wolchek still does this kind of reporting. search for Rob Wolchek Hall of Shame. the dude is legendary and they upload pretty regularly. the dude always finds the people in the news stories and shows up at their house, business or even court cases to talk to them. its amazing
Too dangerous these days! Imagine trying to interview a tow truck driver...
... who already attempted a kidnapping!
That waymo was like, f-this human crap, im outta here!
" suspended from doing business with the city", but no criminal charges for attempted kidnapping and other serious charges, etc. as demonstrated in this video. SF DAs are still asleep at the wheel SMH😢
