Soviet City planning was kind of like building a bunch of self sufficient city blocks next to resource nodes and then upscaling as necessary. So the landscape is a bit different than western cities which just haphazardly put shit down randomly and then build congested roads from A to B to Z. It's probably easier moving in a linear fashion from landmark to landmark than taking block by block by block of near identical buildings.
A few reasons I can think of on top of my head right now 1. They're scared of another invasion and conventional warfare. 2. They learned that from WW2 and expected to be on defensive 3. They're not scared of an uprising in one of their satellite states. They always have more men and weapons. 4. Stick a whole bunch of apartment or industrial complexes together was more cost effective. 5. It's just the most suitable area for living.
Towns are the worst places to fight. Look up Julius Caesar's experience in Alexandria for a particularly brutal example from the Classical World. War never changes.

It's baffling to me that they are celebrating a capture of a small town, since this isn't really a city, which they completely obliterated and turned into ash, while also losing 1000s of soldiers and equipment to do it. It's honestly best if russia keeps this territories after the war because the amount of money you'll need to actually make this part of ukraine livable ever again is incomprehensible. The whole region will just stay a wasteland without anyone living in here for the next 50 to 60 years, if not more judging by how Russia treats its cities and people.
