'96 Flag Rally seems to just be a knock off of Rally-X, although the game suddenly cutting to a bloody, furious anime girl staring at you whenever you crash certainly does still make it onto this list. SSX is... KINDA weird, as it's the only racing game I can think of with the element of "the cooler you look the faster you will go" and games like SCUD Race, Hydro Thunder, etc. have COMPLETELY ridiculous course design that makes absolutely no sense, but all of those are fantastic games and not quite "weird" enough.
"Beetle Adventure Racing" for the N64 is one weird game, too. It feels like a racing game with psychological issues trying to disguise itself as a standard racing game.
I was truly hoping for Gekisou! Benza Race - Toilet Shooting Star to make the list, because if you want to go strange, this is a top pick; You're racing on a toilet, throwing toilet paper at your enemies, you build up pressure by eating rice balls, which in turn is your boost. Oh, and if you don't use it, I guess you get so constipated, you get launched into space. You can even customise your toilet with a dancing Pug among other things, gather ingame currency for a gacha with a dancing military guy in the bathroom stalls and unlock some weird toilets / racers among the way. Truly a game you should check out if you want something weird and insane.
Gensou Skydrift. You can find it for cheap on the Switch. You literally race using waifus as the karts themselves. Literally. Yes. You can't make this up.

There's also the Australian counterpart called HSV Adventure Racing, which switches out Volkswagen cars for the HSV cars.

The strangest racing game I know of is Persona 4: Racing All Afternoon, a fangame based on Persona 4.
Thankfully "DRIVE GIRLS, HIT THE ROAD!" is nothing like "TRANSFORMERS, ROLL OUT!" so everything's *fine*.
