After doing some research this is based off Admiral Alexander Kolchak, During world war 1. This is presumably in the Gulf of Riga, During 1914 or 1915. Kolchak heavily mined the straits, Laying mines at the approaches of Kiel and Danzig. Kolchak, Being a Brave, Stubborn, and Honourable man, Felt that the man responsible for planning operations should take part in their execution, and would often be on-board various ships carrying out his orders and quite regularly took direct command of the destroyer flotillas. I presume the German armoured cruiser in the film is the "Friederich Karl" which was actually sunk by Russian mines during 1914. Though the event in the Video takes significant artistic licenses to obviously entertain the audience. Nonetheless, the Uniforms and ships are quite accurate and it overall was a good scene. The movie itself, Was also quite good and historically accurate otherwise.
