@Sam Hopkins that is because the Qing still relies on the traditional warfare of their ancestors such as horse archery and outdated armies such as the Chinese Banner Armies.
Moreover, the corruption of the royal family run deeps within the Qing military and this is due to the influence of Dowager Empress Cixi herself.
As a result, the Chinese military is mired with bad weapon quality such as shells. In response to @Lol Box, due to the corruption, most, if not, many and all of the navy shells used by the Qing navy were pretty faulty, bad and malfunctioned.
Evidence had found that many of the Qing navy shells are only infused with clay or earth instead of proper explosive charges.
The Japanese military were westernized and modernized thanks hugely due to the efforts of the Emperor Meiji and his ministers, whereas the Qing Army was still deep in technology stagnation, corruption, and mismanagement of funds.

Basically, the main enemy of Qing dinasty during the conflict with Japan is corruption. When beiyang fleet was made it was considered one of the largest fleets in the world with most modern ships from the west. However after years this fleet became really weak, because of poor maintenance, poor training of the crews and sailors, officers were only chosen due to their relation with inner circle of royalty, and many parts and arsenals of the ships were sold out by the corrupt officers while they changed them with lower grade or even fake parts. Even the ships themselves were obsolete and no changing with more modern ones. When the warring time came they were even no match for the Japanese fleet who actually was smaller in term of capacity but with professional officers and highly trained sailors

The sea battel scene of the Japanese side is from the NHK history drama "Cloud above the Hill (Saka no Ue no Kumo) " and this is the "Battle of Tsushima" where Japanese Imperial Navy completely destroyed Russian Navy on May 27-28 1905. there was no Japan-Russian war but Sino-Russian war.
Japan, officially invited by Tsing government to dispatch their force (both army and navy) to help china.
that is why the so-called Japan- Russian war took place in China (Tsing territory).
chinese government, however, changed their mind after the victory against Russia while Japanese army sacrificed more the 100 thousands soldiers to protect china.
this, is the very original start that Japan-Sino war come from.
Japan has the proper and adequate right to claim what chinese government promised and which are earned by their life.

The rise of Japan to a world power during the past 80 years is the greatest miracle in world history. The mighty empires of antiquity, the major political institutions of the Middle Ages and the early modern era, the Spanish Empire, the British Empire, all needed centuries to achieve their full strength. Japan's rise has been meteoric. After only 80 years, it is one of the few great powers that determine the fate of the world.

2ndly, the weapons n ships they equipped were fine but they were sticking with the old tactics.
So to get it straight into conclusion, Qing was ass kicked by Japan in 1895 April n made a Treaty of Shimonoseki.

I don't know how true this is but when the Qing were arming some of the Imperial Army with Mausers, I've read accounts from the German instructors claiming that the Chinese troops invariably set their rifle-sights to maximum range. This was apparently done in the belief that it made for the most powerful shots the rifle was capable of. Explaining that shifting the sights actually moved the point of aim rather than increased or decreased the power behind each shot was simply disbelieved by the Chinese. Now, this might be pure racist contempt on the part of the Prussians, yet the gross disparity in casualty figures during the Boxer Rebellion a few years later could be partially explained by this factor - if true.

But a nest full of giant spiders vs a colony of army ants will have a very different outcome: the ants will tear all of the spiders to pieces. The evidence of this is shown in the Sino -Japanese War.
