At the 30th anniversary update they changed it to fire on trigger pull, but you have to do a special reload to load the freeze shot. Then, you can't fire normally and can only shoot the freeze. When you have the perk, you can switch weapons and keep it, but when you load the shot, you have to stay on the weapon or you'll lose it. Otherwise, it's not on a timer anymore.
