It is a device and yes this video is satire. It has a function that jitters your screen back and forth to where you always have reticle friction against enemies, even if you're not intentionally aiming at them. It's cheating because it's a third party accessory used for competitive benefit, but to be honest, there's already so much aim assist that it's not needed. They're more useful for macros and such.
No, I've never used any external hardware. I'm just joking that having stick drift tension my sticks for me, which in turn triggers aim assist, is similar to what a Cronus does and is hilarious
