I guess this project was dead on arrival. Either that or they're just very private in their dev time.
Either way if this is dead hopefully one day someone will make a Z 3ds rom hack. One day.

It’s not dead? We just haven’t got far enough to show anything worth showing yet.
It’s also worth mentioning our main focus right now is developing tools so that this hack AS WELL AS other people’s 3DS hacks in the future can be made. When things can be shown, we’ll show it. Hope this helps - zera (exr lead)

it is still being developed, there's just some stuff behind the scenes to make the rom hack work. once project shutan is complete, Z can start concrete development. until then, we're in the planning stage.
