You might need to jump to about 4 minutes in. Basically he is saying 1) if you have a webcam with usb connect it to your computer or laptop 2) if you have VLC media Player open it. 3) on your keyboard press ctrl + C and see what happens. I have tried it and it does work. A screen comes up in your VCL media player that you select from the default menus; giving you the option to select your web camera and on the other default giving you the option to select microphone recording. That you will see in above video. Thank you for sharing, a really helpful video.

Title is misleading: VLC is software. If you're on a hardened work computer and can't install "special software" (like VLC) and you are trying to take a snapshot with just the OS services then this video is irrelevant.
