The pants and gloves would be a snap with the elasticity feature. But the boots......I’m thinking maybe Maya, unless you can make footwear in marvelous designer. There aren’t enough tutorials out there for this program.

If you go back to maya with this. I am assuming that this would be a very high poly mesh.
Yes, you need to remesh it ( retopo in Maya or zRemesher in ZBrush )
