I've designed the similar garment for an A -posed character...but what if I want to reuse the garment for a T-posed character, then how do I reposition the garment as well?

Select your garment -> Edit -> Context Menu -> 3D Garment -> Quadrangulate

Static..but then I plan to animate my character..
So then it is not static. You need to export the garment from MD as an animated cache

For the animated part, I plan to bring the garment into Zbrush first then on to Maya

It is not the CPU, it is the recording software. My system is plenty fast normally
