Sounds like something that could serve as replacement music for Collision Chaos Present in Sonic CD.

It’s almost jarring not to hear the whoosh after all these years
I actually heard this movie was originally going to be longer but they could only make 2 acts of it hence why the ending kind of felt open note with everyone going after Robotnik. It's a shame too because I really like the setting of this film. The idea of Freedom possibly being a ruined earth with landmasses floating in the sky and Robotnik living on the surface of the planet where there's hardly any sunlight was quite interesting. I would have liked to see more of Robotnik's city too. The neon lights and everything were awesome. Still what we got was nothing short of amazing. Metal Sonic taking the center stage as the main enemy was cool and I like how as he continues to fight Sonic he begins to become more and more like Sonic eventually taking on Sonic's heroic identity to the point he in a moment of redemption sacrifices his own life to save the president. It leads to a sad scene where Sonic tries to save the clone from dying but Metal resigns to his fate saying that there can only be one of him not two as the planet's hero. Sonic screaming Metal's name as he melts in the lava just was sad. In a way Sonic saw himself die before his eyes. He was created to combat Sonic but in the end he became just as much a Sonic as the person he was based off of.
The "whuh" sound is missing... but that's OK it still sounds exactly as I remembered it!!! Well a few sounds are missing too but again it all good!!!
Believe it or not, that's not part of the original recording - which is why it's not included here. This is the unaltered music before it was put into the film and overlayed with additional audio.

The swoosh was an actual sound effect from the ova that couldn't be edited out before because it was a recording of it. This is the clean track without Sonic and it's not on a fake loop.
Weird I know the swush sfx isn't a part of the original score but I actually think it adds to it.
That being said, amazing job honestly!

It most likely a KORG or a different Roland. The finalize track used in the OVA was either a M1, 01/w or Trinity since the Trinity released in 95

There’s no piano patch for D-50
Also, it would have been outdated for 1996 while the M1 would start to die out by 96
