This is the old Arrows team ragging their V10 engine at the end of the season at the Japanese GP. Most teams used to do it at the end of the season, you could hear it up and down the pitlane. Doesn't happen much anymore.
I do believe, as Mrfwon says, this is end of season after the 2001 Japanese GP with the team seeing off the last Asiatech motor they would run before moving to the way more competitive Cosworth for 2002. The motor blows, hence the cheering!
