Can AI Germany win their Civil War with -20% Attack/Defence? - HOI4 Stock

In a follow up to a previous video, we are going to push AI Germany to it's limit. Not only have we removed August's normal +20% buff on core territory. We have inverted it and made it a -20% buff. But can AI Germany still win?

I don't expect Paradox to change AVM to be like this, but I do think this and the other videos I've made perfectly shows my point. The +20 is not needed, the "It's there for the ai" argument just doesn't work. Sure maybe the Junta will lose from time to time, but, that's more interesting. The other Germany will get their focus tree back.
What this reminds me of is Carlist Spain, in rare circumstances they can spawn in historical. But I don't think Nationalist Spain needs a big buff. Sometimes rare thing happen, just is what it is.
