MSI Afterburner and for the overlay Rivatuner Statistics Server. You may need to enable the tracking and ingame display seperately. theres tutorials for that. There's also a tool called fps monitor but thats not free (on steam). Theres also the option to display a frame time graph here, too.

If possible could you do this with Anti-aliasing disabled, Ambient Occlusion Quality Lowest Setting, & Volumetric Lighting Disabled as these have large performance impacts I like to see if they really smooth out the 1% lows
