3:00 - Careful not to dive off the balcony when trying to punch the boo!
Does holding neutral guarantee a punch instead of a dive? I don't remember.
In this situation, you shouldnt be walking far enough to gain enough speed to dive, not to mention turning lowers your speed. If you're having problems with diving you're pressing B too late

if you miss the fly guy for the bird star, is it faster to get top of the pyramid as a backup and try the bird star again?
Okami and I ran the numbers last night actually, it's almost the exact same. Unless there's some super secret movement to get the pyramid star, just getting talons seems to be the play.
