Fixing a Toro commercial that won't start

Thanks for watching. This mower came to me with a pull rope problem. However it turns out there was more problems than just a rope. The carb gaskets had hardened and was causing a massive air leak . This of course won't allow the mower to start. That's more than likely why the pull rope had its issues.
