If a non-enlightened person does good deeds with the aim of being reborn in a higher realm where they will have time to practice and attain enlightenment for the benefit of all beings, would this be ego driven and generate sankharas? The idea of not creating karma reminds me tremendously of the Daoist concept of wu-wei (or: wei-wu-wei).

Doug here, I think it would depend on the case. But traditionally one does not overcome the higher fetters completely until enlightenment.
