Homeless Encampments Clean Up in Venice: A Step Towards a Cleaner, Safer City

  • On Thursday, September 14, 2023, a collaborative effort unfolded in Venice as the City of Los Angeles Department of Public Works and Clean Harbors Environmental Inc. joined forces to address the challenge of homeless encampments.
    Demonstrating their commitment to the well-being of both residents and the homeless population, a section of the sidewalk on Rose Avenue, 7th Street, 4th Street, and Lincoln Avenue was temporarily closed for a thorough cleanup operation. To ensure the safety of all participants, workers wore protective white hazardous materials suits in adherence to established safety protocols.
    Los Angeles Sanitation provides a 15-minute window for unhoused individuals camping on the sidewalk to collect and relocate their belongings. Any items left behind will be disposed of by sanitation workers, with Police Officers assisting in escorting the unhoused individuals out of the designated cleaning area.
    The cleanup proceeded seamlessly through the collaborative efforts of two distinct waste management teams, each assigned specific responsibilities. The City of Los Angeles Department of Public Works crew, clad in yellow safety vests, worked diligently alongside the Clean Harbors Environmental Inc. team, easily identifiable by their orange vests. Methodically, the Clean Harbors Environmental Inc. team began by sorting through refuse, meticulously identifying and segregating hazardous materials such as batteries, syringes, and other harmful substances. Following this crucial step, Los Angeles Public Works sanitation workers managed the collection of non-hazardous waste, contributing to the overall success of the operation.
    The commendable support for this cleanup initiative was significantly enhanced by the active participation of the Los Angeles Homeless Services Authority (LAHSA). Their pivotal role in providing essential outreach services, catering to the needs of individuals experiencing homelessness, was indispensable.
    Safeguarding the well-being of all participants and ensuring compliance from the homeless community was the diligent presence of Los Angeles Police Officers. Their vigilant watch wasn't solely to uphold cleanliness and hygiene standards; it also aimed to ensure adherence to safety protocols, making the operation as secure as possible and ensuring compliance.
    Notably, despite the enforcement of Ordinance 41.18, which prohibits sitting, lying, or sleeping in public places, as well as storing, using, maintaining, or placing personal property in the public right-of-way, no citations were issued during the cleanup operation at the Venice homeless encampments.
    However, it's crucial to understand that while these cleanup initiatives, like the one in Venice, undoubtedly contribute to the City of Los Angeles' broader efforts to address homelessness, they constitute just a fraction of the comprehensive strategy. Recognizing the limitations of such actions, the city's commitment to formulating sustainable, long-term solutions remains steadfast. The focus is on addressing the root causes of homelessness while providing essential resources to those in need-a multifaceted approach that underscores the city's dedication to creating lasting change.

    obvious ADA violation blocking the sidewalk but the city does nothing.This is my neighborhood and the city leaders should be ashamed of themselves allowing this to continue.

      There are some people who have made a cottage industry of suing over ADA violations, major and trivial. And they make a lot of money. I wonder if they might be unlikely allies in this particular situation.

    They need to get the Governor of California and the City Council to do the same cleanup the city workers are doing and see how they feel having to follow the homeless from spot to spot and clean up after them. It is against the law to steal shopping carts but the homeless are allowed to have them right in front of LAPD. Does this mean every citizen can steal a shopping cart and take it home without being arrested? No double standard here.

      I also think the city should be returning the shopping carts to the store which often has it's name on it. I saw the city trash truck smashing a seemingly good Staples shopping cart on this channel a month or 2 ago. Let the store decide if they want the cart saved or destroyed. They own the cart.

      Those carts cost the store $400.00 each, but the city doesn't care. Just like having the E-Bike along the street with all the homeless garbage piled around and on them. What a waste of OUR money. Do they think a family visiting LA on vacation what to rent those e-bikes and ride around the scum that is leaking in the gutters? If you want to clean it up, give 5 minutes' notice and use a front-end loader and everything goes into a dump truck. Then it is the water tanker's turn to flush all the crap away. What do you think this dog and pony show is costing the taxpayer per hour. All the police, and city workers?>@@tennisstar8240

      The cart is infected with disease. The stores don't want it back. If you know that the cart you are using was taken back from the homeless would you feel comfortable shopping using that cart? I thought so, too.

    Uhhh it may not be totally legal, but I would take all the filled shopping carts from the homeless & compact them in the trash trucks. All the LA city workers are doing is making them move to another spot on sidewalk or etc. & the process starts over tomorrow. Set up big tents or use vacant buildings to house the homeless, (kinda like the tent city the Sheriff in Arizona did 5 or 10 years back with his over crowded jail) & give them 2 meals a day. I'm sure they could get some Federal $ to help do this, the US gives $ to all these other countries bc they ask for it. Give some to the states to house the homeless, give them a stable environment & some may could become employed again & get back on their feet. If you are homeless, you can't really be hired for any job bc you have no way to get clean & ready to go to work or place to put your things! O, I wouldn't give them 15 minutes to gather their stuff either, they would be lucky to get 5 minutes. Giving them 15 mins is too much time & is slowing the clean up process down!!!

      ALDI stores have an absolutely genius solution to the shopping cart problem. The carts all have a little chain that connects one cart to the next, and you have to put a quarter in it to release the chain to use the cart. When you put the cart back, your quarter is released. The result? Always plenty of carts ready for use, NO carts whatsoever in the parking lot, none stolen.

      @@htomc42 True but at my Aldi not all customer's return the carts for their quarter back, I have gotten several carts this year from the parking lot & used them. Usually it's the higher end women that don't wanna be bothered having to walk back to the cart stall.

      Some people criticize this seemingly endless cycle of cleanups, like its just a game of whack-a-mole. But if they don't, the buildup of absolute filth and the vermin that attracts will become a HUGE public safety problem. In the bigger cities, when a large, long-time encampment is swept, rats often go scurrying in all directions; they make huge nests under and among the garbage. Some people love their drugs more than life itself, how can you possibly help people like that?

    Here in Oregon, they all seem to move as their gangs out to the suburbs and now bring despair to all the working class that take care of their lives first by working to pay for their homes, take pride in their homes, yards and cars.

      On what grounds ? The 9th Circuit Court has ruled that people have a right to be on the sidewalk . So on what grounds are you going to "incarcerate" them ?

    I never made it to Santa Monica Fabian. I did visit hollywood for a couple days but since i kinda got stuck in downtown LA and even had somebody rob me for 4 days worth of food i had to call for an emergency evac and retreat back to Mo. These homeless people are starving to the point of rummaging through garbage cans looking for food. The business owners made it pretty clear to me they dont give a damn about their own environmental crisis by wasting water washing sidewalks every day and running gas powered leaf blowers all over the place. Its not that city leaders dont care its that culture wars are on big time and theres like 6 different nationalities fighting for control and possession of a DESERT REGION. Everybody out theres digging their own grave. Keep bein safe out there sir. Some 31 year old lady was just found dead in her apt in one of those high rises in downtown la. Yet people still say they feel safe.

    ❓ Questions in my mind person goes one few Walmart in LA buys tent few camping supplies. Where is the person to the Tent. Noticed about 40 fewer homeless downtown too. Where go and what happened to them. Cant get in shelter without referral, places CES Centers tell you tent live till something available Shelter Placement etc. Shelters have rxtra beds too. Nothing makes sense either. Wemt back downtown had walk some blocks to get onto correct bus towards my Post Office Location. Politely and as fast could walk broken foot by Weimgart Center Security sounding San Francisco told me i couldn't be there- i pointed to bus need get on that bus line- other drops off Commercial for Metro. Let me by but geesh i use my manners. Fishy Business hope not busing people to San Francisco California colder for Winter.

    The urine bottles are actually a sign of decency and respect. It shows that they dont wanna piss on the sidewalk or in an alley,taking it to a library bathroom to dump. At least we hope thats what theyre doing with it and not drinking or bathing in it.

    Look at all of those stolen bicycles 😢. Not a single Homeless person is working 60-80 hours a week 52 weeks a year and paying >30% in payroll taxes like the rest of us are. I got my first full-time 40 hour a week job at age 15 and I attended High School full-time . The Homeless are just Irresponsible. The Homeless are kind of like a Tornado. A lot of Noise and Destruction with No Benefits.

    MOST NO ONE wants to be "homeless"... most NO one...
    But... if ever one finds themselves in this horrid situation... you NEED TO BE a "minimalist"... it's a necessity!
    A mobile wagon... or cart (NOT from a grocery store!)
    A tent & sleeping bag...
    A large backpack... or two...
    A folding chair..
    A bucket...
    Some hooks...
    Shower curtains... (to help to keep items dry when it rains)...
    I know there are other items that are a necessity... when you're homeless... but... when it comes to being able to quickly pack up... and move on... and leave "no trace"... having the ability to do it without ALL the junk collected.. is critical...
    In America... seeing ANYone homeless... is disturbing... 😞

    My heart breaks for these misplaced souls. I know it has to be done but does not make it right, throw a wheel chair in the garbage. There has to be someone that can collect items like this With all they throw away they could donate to a charity to pickup. 💔💔

    In every video of these camp clean ups these people all have bike tires with no rims but no bike to put them on ? and all the small pipes it seams they all have the same crap/junk hell LA County should be a clean place ? these people just pick all this crap up and you take it to the landfill that should be a site.

    All this extermination of these pests should have started long ago in Venice, Maryland, Santa Monica pier I remember the moment the sun would go down these Cockroaches would come crawling out of cracks in the walls from out of the trash cans, or some beat up old car it was like scenes from the movie road worrier and world war 1 and 2 scavenging for food but these waste of lives are lazy bums and still they keep looking for handouts. I remember watching them ask for money for food but they ended up using it for alcohol or drugs
