Venice Takes Action: Homeless Encampment Cleanup Underway on Lake Street

- On Wednesday, December 13, 2023, a united endeavor took place in Venice with the City of Los Angeles Department of Public Works and Clean Harbors Environmental Inc. coming together to tackle the issue of homeless encampments.
A segment of the Lake Street between Lincoln Boulevard and Frederick Street was briefly shut down to carry out an extensive cleaning operation. Safety was prioritized as workers adorned white hazardous materials suits, aligning with established safety guidelines.
For the impending cleanup operation, the city had prominently posted signs 48 hours prior, informing residents of the significant cleaning effort about to take place. The notices urged individuals to clear out personal belongings from the designated areas. They clearly stated that any property left behind after 6:00 AM would be subject to removal by municipal workers.
Los Angeles Sanitation allotted a 15-minute timeframe for the unhoused individuals residing on the sidewalk to gather and relocate their possessions. Any unclaimed items were cleared away by sanitation personnel, with the aid of Police Officers in moving the unhoused individuals from the cleaning zone.
The operation was driven by the cooperative efforts of two separate waste management units, each tasked with specific roles. The crew from the City of Los Angeles Department of Public Works, donning yellow safety vests, collaborated with the Clean Harbors Environmental Inc. team, distinguishable by their orange vests. The Clean Harbors Environmental Inc. team took the initial step of meticulously sorting through debris, isolating hazardous materials like batteries and syringes. Following this essential step, the sanitation personnel from Los Angeles Public Works handled the collection of non-hazardous waste, aiding in the successful completion of the operation.
The endeavor garnered significant backing from the Los Angeles Homeless Services Authority (LAHSA) homeless outreach team, which delivered vital outreach services to those facing homelessness. The Housing Coordinator from Councilwoman Traci Park's office played a pivotal role, streamlining communication among the involved city departments, which are tasked with overseeing homeless encampments.
Ensuring the safety and compliance of all involved, especially the homeless community, was made possible by the vigilant presence of Los Angeles Police Officers. Their monitoring extended beyond maintaining cleanliness and hygiene standards, to ensuring adherence to safety guidelines, securing the operation and ensuring compliance.
Interestingly, even with the enforcement of Ordinance 41.18, which restricts sitting, lying, or sleeping in public spaces, as well as the storage or placement of personal belongings in public rights of way, no citations were handed out during the cleanup at the Venice homeless encampments.
These cleanup actions, like the one in Venice, are part of the City of Los Angeles' wider initiative to address homelessness, although they represent only a small part of a broader strategy. Acknowledging the limitations of such measures, the city's dedication to devising sustainable, long-term solutions remains unwavering. The emphasis is on tackling the root causes of homelessness while offering essential resources to those in need-a well-rounded approach that highlights the city's commitment to effecting lasting change.

How can someone think they have the right to use the sidewalk as a home? The sidewalks give protection to pedestrians who could be run over if they walk on the streets and these stalls give a bad impression to tourists, I would never go to a place like that...

@@1946luke The city offers a lot of programs, diversions and opportunities to get off the street, but getting clean, ceasing the stealing and shitting on the street, spreading disease, trashing other people's neighborhoods, getting away from the place that's clearly doing you no good, and taking control of your life is far too hard to expect of an adult.
The programs have rules that the homeless don’t want to follow. There could be mental illness, drug addiction, criminal history, or all three that keeps them from getting legal shelter. Taxpayers should not have to foot the bill every time the homeless set up camp. Don’t wait until they have nested, get them to move along every time a tent sprouts up! This is just ridiculous!
I feel sorry for the residents down In Venice Beach, hopefully the city will implement stricter laws in the foreseeable future. 😢

I guess I don't understand. Who makes the rules? The homeless or the city? Aren't there anti-camping laws? Why not designate areas for camping? If they're in the city, it is apparent that they are dragging tons of stuff back to their tents. This looks worse than the poorest countries. Whenever I talk to international visitors, they are completely shocked.
where i am in canada the homeless used to be allowed to camp in city parks until earlier this year, because the levels of crime, violence and drug use has gotten way out of hand putting the children and their family who use those parks at risk so they got kicked out, and you have to understand most of these guys are severely addicted to hard drugs and refuse to go to any out patient care, in other words they are a danger to themselves and others and realistically should be put away in psychiatric care, but those in office refuse to do that, calling it unethical treatment of the homeless. but what's really unethical is to allow them to live like this putting themselves and communities at risk while cities like this are always picking up the bills and cleaning up after them...

Yes, there are, and have been, anti-camping ordinances, and other ordinances prohibiting blocking the sidewalks.
Thanks to court decisions of the 9th Circuit Court of Appeals, specifically decisions by Judge Marsha Berzon and others, the City can't enforce its ordinances because, according to the judges, it would be "cruel and unusual punishment" to enforce the law against these junkies. These court decisions in the 9th Circuit are the reason why these tent encampments exist up and down the West Coast.

Growing up in S Cal 60s 70s 80s one thing I always noticed chit starts getting done near the end of the year. Then I figured it out, they must burn the remaining moneys in budget so they can ask for a larger budget the following year. Can't get larger budget with money remaining in coffers

@@markvanderlee I am surprised at the episodes showing areas they clean up weekly, especially by the Whole Foods. At first I grimy garbage was weeks and weeks worth. Wrong. Just the one.
And I have much respect for the cleanup crew workers. Seems like they have to sift through the stuff, document it, and save it for later pickup (which must be a fascinating process in itself).

Right there on the corner was Cafe 50’s, a wonderful neighborhood restaurant, unfortunately gone. The walls were covered with 50’s movie posters and there was a jukebox with all the best oldies. We called the Ralphs across the street “Ghetto Ralphs.” That wrought-iron fence was installed after we moved away obviously to keep the bums out of the parking lot. You can see the sign for Bob Manley’s barber shop where we all got our haircuts. He kept the Playboy magazines between wooden covers so as not to offend the moms.
My old neighborhood. Bob is still there and still cutting hair. I think he said he's 79. I didn't ask about the Playboy magazine.
Been on the East Coast for a while now and I can't imagine moving back. The place has only degenerated.
Lived there for 45 years just up the street from the Pioneer Bakery. It killed me to watch the neighborhood spiral down into what it is today.

Along with the Military-Industrial Complex, the Homeless-Charity Complex generates big money too. In tandem with the Narcotics/Pharmaceutical Complex. The Voters-Elections Complex provides major back-up to the entire group. The Police-Prison Complex isn't guiltless either. So from the residents of urban America to the titans of Silicon Valley/Hollywood/Wall Street, there's a lot of blame to go around.

That's why I've always mulled over how the city of New York, which has long had the highest cost of living of any American city, for generations has attracted some of the lowest income people in America. That includes struggling first-generation immigrants too. Of course, in the early 1900s, NYC was notorious for its slums-tenements. But it does make you wonder about the type of choices people make in their life. btw, if I were poor, I'd think Venice/LA might be generally less miserable than NYC is. But Tijuana has better weather too, yet I wouldn't want to be trapped there either.

I applaud the cleanup effort because it’s been long overdue, first it started with burning down of private property and businesses. But when you burn down a section of freeway then it becomes a black eye to that governor who puts his hand out and asks for assistance in the false narrative of arson, when we all know it’s homelessness that did it.

Im homeless, don’t drink or drug, 100% disabled veteran. I make to much for VA help but not enough to have my own place. I do not camp in unauthorized places. I pick up my trash and relieve myself at proper facilities.

The US is a federal states, each state has its own rules regarding becoming a citizen, citizens from different states are not the responsibility of the local state, you just send them back to where they came from, persona non grata, problem solved. What you should take care of are your own residents, not residents of other states.

This issue seems to never end. The content will always be there. Right after they clean it up a minute later they will claim these sidewalks. What a waste of resources and human life.
