It was personal to him, the story goes that President Reagen didn't want to go to a concentration camp in Germany but he did attend a cemetery with SS soliders buried there when he visited West Germany in July 85' I think. Joey was jewish and was obviously furious about this ridiculous decision and wrote this song about it.

I never really listened to ramones growing up, was more all the newer metal/rock at the era of my time as a kid but for some reason this song stuck with me through my whole life, it has that feel good aspect to it that just helps you get through life that little bit easier, makes you realise not everything in life is bad.
