Yes you can but caster sugar dissolves quickly and gives a better texture. Try pulsing the granulated sugar coarsely in the mixer and use

Can the milk base be oat milk?

Honestly speaking, I have never tried oats milk. It may not react that much with vinegar like dairy milk and nuts milk.
