Another option is that some of these agents have moved in with groups of refugees at apartment buildings around the city. If the support structure for these agents broke down, and they could not risk contact with the JTF, they might decide to protect groups of civilians. This way, they gain the security of being in a group, while at the same time being able to continue the mission of safeguard civilians.
Good points. On the second one this is originally how I thought LaMarcus could have ended up. But as far as the agents contracting the virus, although a very real possibility, I removed this from the equation in the hopes that there was a more interesting story behind these agents. It’s so many things to ponder on and not to mention the in the ECHO’S i found where three first wave division agents were going against a group of Rikers, but one had died and you see his body in the auto shop and the other ones went M.I.A.. Noble squad is probably what your mentioning, Stutton died after saving April Kelleher, the last surviving agent of Noble, the three others died in the auto shop, with two agents holding hands and the third in Stutton's arms
I thought a lot of the first wave agents dropped their division watches so they couldnt be found by Keener and his people. Only coming out of hiding once you reached end game. Thats why its more division agents around in the BoO. In the game it doea say they went into hiding at some point. Once it became clear they were being targeted by one of their own. I can't remember where.

That said, with all of the controversy around Div 2 I personally think the biggest one in that game will be if they don't bring closure to a lot of these lose end stories you have highlighted. Everything from: what happened to Ramos to what is the current state of New York. If they're gonna call it part two, bring some decent closure to part one!!
Maybe I'm a bit late with the comment but I love coming back on the lore and thinking... 1. Agents removed their watches simply not to be followed by rogues or Aaron Keener or the Division command. Went as civilians further down. 2. Agents removed their watches being angry on the JTF and the government because they were left for dead in the DZ. And knowing that not responding or doing things on their own will mark them as rogues, they went on their own but without SHD gear, straight into the shadows. (Kajika explained it in one of the audio recordings saying something like "If we stay we die, if we leave we go rogue" to the JTF personel. 3. Agents died from the virus, watches were taken by random people, civilians or gang members but when found not useful, dropped by the way on the random locations. 4. Agents killed (as I recall there is at least one place where behind the watch, on the wall, there are holes from bullets, also somewhere blood too), watches taken off and bodies moved for some reason (we can speculate but the least possible theory). 5. HUNTERS! This is my favourite theory. If you remember, there are bodies in the DZ by the extraction zones, hands were severe and missing. Hunters gather trophies. If we look forward, into the Division 2, "Agent Edwards Support" clearly points that is possible that hunter is using watch to lure agents, probably rogues since it's D1 and by that time I guess they were hunting mostly rogues only. Also, when you kill rogue agent, his gear is not shining with the red but orange light. They might found the way to use it as bait like the agent is alive and in the need. Tho when you, as the agent that is not rogue, show up, they simply do not attack because you're not red. :) 6. Aaron Keener / Rogues - Police Academy mission I think. SHD tech is showing up on the radar, you go to investigate and find out that agents were dead, but not just dead, they were executed by the Aaron Keener. After that, you got ambushed by LMB and the rogue agent on the site. For me, some of these theories seem to be more likely than the others. No point of removing bodies and leaving watches, there's nothing to hide since it's total disaster and everyone is killing everyone. And you would take the watch and destroy it to hide the evidence, not the body. And they were all first wave agents, we can presume that most of their fates were decided inside the DZ. Either they removed them finding out that Aaron Keener is on their trail with the rogues to offer them to join or die, or they found out about new, secret group of elite killers that is hunting down agents, but they did not know if they are target as well or just those who went on the other side, or just they removed them because they left the DZ and they would be marked as rogues. Unfortunately, we were left with almost no clues and D2 popped out, leaving us just to speculate what happened to the first wave and the missing agents. I've finally gotten Division 1 and am collecting the missing agents while I go along, and with my knowledge of rogue agents from what I've gathered through the lore or from Division 2, could these missing agents be classed as rogue for fleeing the Dark Zone and therefore abandoning their oath? Or no?

People. People can be manipulated. All you need is that one person who is in desperate need of something. Based on this, it sounds like he bribed his way off the island.
From New York Collapse, April Kelleher says that boats from all the ports were stolen Thus, Keener with his skills could just leave, killing the NAtional Guard left there to keep people from leaving

The fact that this DOES have some parallels to RL is what makes it so much more exciting! Just into our Discord. We have a bunch of lore geeks in there, and to discuss. A lot of these, particularly this video, are based on my own theories and speculation. I'll be the first to admit there are a number of possible different outcomes. What I'm really trying to do is spark discussion....and get people thinking :-)
I was really enjoying all of the sub videos you had listed on the Summary Vid, until I got to the Lost Agents parts. The random online pictures that you used, in an attempt to visualize how you were deceiving the Agents were all cheesy and they took away from the seriousness of Lore. You didn’t use random online pictures in your other videos previously. Those videos were good, these videos are cringe.
Notice how in his gameplays he uses different outfits that describe the people he's talking about.
With Lamarcus he uses a cop outfit etc
