It means that unless you've got the money to pay for your hospital bills, you shouldn't race. The line "Lamp Oil, Rope, Bombs, you want it?" Is about the glory. Do you want it enough, is it worth it? The line "sorry Link I can't give credit is all about how he can't give the racers credit or respect because he knows how dumb street racing can be. Yet he's sorry because he really does want to give them some credit.
