The best way is to do a passive one. Use a 12" or larger tile get 4' down and let the ground temp and the house temp keep it thawed. If it does freeze you can use a cordless heat gun or hot water to thaw it
See now up here in the southern tier of western New York we wrap the water line in heavy duty aluminum foil then wrap the heat tap around that, then wrap it again in heavy duty aluminum foil then the insulation.
You might try Frostex cord instead of heat tape. It doesn't burn and it only heats where needed. It was invented by NASA I was told. You might want to check it out sometime. I enjoy all your videos man.
Heck I see them little cheap solar power deals like I don't know how many amps that heat tape is but you know you'd have to know the amperage on that but those little jackery power solar power generators are pretty slick and you can buy like a hundred amp solar panel with a kit it'll tell you the battery life and everything like if you wanted to put lights in there for when you're in there they've got some nice little kits. If you want it dump about 4 grand they got some real nice cats like you can power a whole house on it

I'm no electronic expert but perhaps a small solar set up might be ideal for just running your heat tape. I know you don't like spending money but it may be cheaper in the long run
