im going to assume this is a type of puzzle that doesnt snap together and while idk if its the right strategy to solve this i would start with the base try every piece in as many ways i can think of to find a fit and go from there keeping in mind it might take a few different pieces to lock them into position and it likely until solved could crumble apart
