I had that card when I was first starting out getting credit before I knew anything about credit. Eventually they closed it due to inactivity.

@@AnthonyVenture yes, there is a fee, but being able to cash advance your whole balance in times of need, or for quick investment purposes, it's a feature not provided by most credit cards that limit the amount you can cash advance of your available balance.
