They're normally on, are you finding services when they're not? There's a HEP indicator in the cab car but no switch that I've found. You'll likely have to go to the loco at the other end and turn on HEP (head end power) there.

In livery designer, Cab car and Trailer car are seperate, How could I use my livery for both cars when game start? My custom livery only works on the Cab car, How could I specify my custom livery on the Trailer cars?
I'm curious why you'd want to? In most electric locomotives there's a circuit breaker usually referred to as the MCB near the pantograph controls. I don't know if this loco has one that's active in the game. I would have to look. That won't be today I just got home from a 12 hour shift on a real railway.

How to use this braking system just to slow down without completely stopping because that’s the issue I been having with the NJT train
Look at the EQ needle while braking, put the brake into service until you drop about 15 pounds on that gauge then go into lap.
FYI these are called Multilevel Cab Cars.

you can only do that in scenario planner, when you pick the train you can choose which liveries are on which cars, this isn't possible for services

How do I turn on the Lights in the coaches cause for some reason they are always off for me.
On PC they're always on. I've seen some people on console say they're off. Check your hep (head end power) in the locomotive and see if it's running
