Go back and watch again the dudes fire hose is charged but it takes the camera being on him for the guy to react and start spraying. I've studied structure, forest,car, brush fires for many years now I have watched thousands of videos. And and wait why am I explaining myself to you.

It is class A foam. Pretty close to soap water. It helps a lot in rural situations like this.
