Much easier to pull handbrake 1 or 2 clicks first and then tighten cable until the wheel starts rubbing.

The rear wheel should rotate freely when the handbrake is off or should we have some resistance (like the wheel cannot make a full turn) when handbrake is on? I have been told that there should be some resistance so that the brake works properly and immediately when pressed.

There some be a bit of resistance. Not turning a full round is too tight imo. I have it set where it turns a few rounds, you can also hear it rubbing against the pad material.
If too tight your just wasting material.
