The rear wheel should rotate freely when the handbrake is off or should we have some resistance (like the wheel cannot make a full turn) when handbrake is on? I have been told that there should be some resistance so that the brake works properly and immediately when pressed.
There some be a bit of resistance. Not turning a full round is too tight imo. I have it set where it turns a few rounds, you can also hear it rubbing against the pad material. If too tight your just wasting material.
Very important to adjust

Much easier to pull handbrake 1 or 2 clicks first and then tighten cable until the wheel starts rubbing.
