I had the same issue took me 5 hours to figure out why wish I had just watched this video first cause it was the self adjuster I had it not in the correct alignment with the brake shoe so the wheel was still turning with handbrake on
Just had a 2011 Honda rear brakes done. After the parking brake foot pedal went almost to the floor and would not lock car on low grade hill. took it back and now the foot pedal is better it goes about 1/2 down good tension but ... Car still slips. Could this be because the shop adjust the cable and not at the brakes like this video. I hate to take it back a 2nd time just wondering why this would be with new rear brakes.
@@FacialVomitTurtleFights Hehe It kind of self fixed. My guess is they had grease or something slick on the rear drums and it sort of wore off on its own. Seems to hold better after a few weeks. Not saying its perfect but much better.

100% chance that you should take it somewhere else.

Why should there be slight contact (friction )between shoes and drum when parking-brake not engaged ? Its like driving with brakes on.
There is a recomded factory gap, if its far from that, you will have a delay with brake
