I feel like the enclave could of gained more power if they didn’t hate waste landers so much
Agree. They focused too much on large scale genocidal plans rather than gaining more power/trust from the wastelanders
I believe The Enclave is very similar to how the NCR is trying to rebuild the Wasteland as both are trying to rebuild pre-war America, it's just the Enclave is trying more ruthlessly and more efficiently
