The fundamental of magic in frieren ie imagination- Ubel's childhood experience consisted of cutting clothes so it comes naturally and became a force of habit or an idea that became ingrained in her that clothes and hair could and should easily be cut with scissors, laying down the foundations on the principle of her magic. But it is still just imagination, "realistically" even if you could imagine cutting cloth and hair with scissors, a magically enchanced cloak and hair should still be impossible or near impossible to be cut depending on how strong the enchantment is. And so we come to the second point 2. The dual characteristics of her cutting magic "Reelseiden"- Since it is based on "cutting", it has both the properties of a magical and physical attack. Therefore since its a magic attack, it counters the magical enchantments of the cloak and hair and additionally it being based on the physical foundation of a scissor cutting cloth or hair gives it the ability to physically cut those materials as well. Although if the reason why her magic worked was because it had physical attributes, then the icicles that the side character used should have worked against burg. So i guess either it really is just plot device or Ubel is just THAT strong. I also find it bs that she says she isn't as strong as Denken, sure she can't cast wind storms and mix it with fire or shoot multiple light beams but considering she can slash through magical enchantments and has the ability to copy other magic, i think it would be possible for her to one shot Denken unless he had armour underneath his cloak.
I think she's just a weird genius, like, some people have innate talent in i.e. math, they can do it effortlessly and answers seems to come natural to them or trivial, they can't always explain why, they just feel it, they know it, and in this case Ubel's mind seems f-up too, she might be doing some ultra complex enchant in the background as a way to cut almost everything but for her it's a natural feeling although she can't explain it.
You have that explained multiple times in the anime. Magic in Frieren is directly tied to visualisation, not imagination like you said. Uber can visualise cutting physical object in all her senses so she can use magic to do that. You can't visualise cutting abstract concepts like magic or mana so it does not work at other spells. Simple as that. This is also why she not being the strongest mage is not surprising at all, every image with enough stamina and mana to keep up with her can't be cut unless they fully relay on enchantments
Reelseiden is a basic cutting spell, Frieren uses it on Draht. Its Übels mind that works differently with it. Flesh, trees, cloth, hair can all be cut and we have seen her cut all of those things. Sense said it herself that Übels mind simply works differently. No other mage we know so far can do with a cutting spell what Übel can do. Shes a anomaly. It has less to do with imagining or visualizing and more with the basic understanding of what can and cannot be cut. Übels mind can effectively ignore magic defenses of any and all kinds. For example, you can easily imagine that a scissor can cut hair, or fire can burn grass, wood, etc. But it is really hard to imagine sth which is considered as 'impossible' such as you cannot imagine perfectly of piercing the oponent's magic shield with your magic or you cannot imagine that fire can burn water. - So in Sense and Burg's case, when a mage look at Sense's hair and Burg's cloak, they can see that those thing are cover in multiple layer of magic which equal with magic shield, so in their mind, they cannot imagine vividly of piecring through thos thing, as a result, they cannot do anything to attack Sense and Burg. - But in Ubel case, well, aparently her mind is not normal at all, when she was a child, she was so familiar with cutting cloth and things like that, also she doesn't have a normal mind but a crazy serial killer's mind, which makes her do sth imposible, cutting through magic layers (only if magic layer cover sth can be cut, like hair, cloth), and the answer to your question is that, yes, Ubel can imagine cutting throught people's neck but Rielseiden can be block using magic shield beside, Ubel doesn't like to cut in the neck because she find that killing people slowly is more interesting, she will attack on eyes, and any body part that can make her oponent lose the ability to fight, then she torture them for a while before killing them

Con eso en sus recuerdos e imaginación, para ella cortar a Sense fue tan fácil como cortar cabello normal.

Incompetence all around. First ubel fails a test with clear instructions to make the instructor take a step back. Next in the exam with that hair chick she claimed not to be involved. Being there in the first place made her involved because the monster then used a copy of her. She wasn't supposed to be part of the test. Negligent and lazy proctor. Had gimmicks not kept them alive they would have been ended by her copy. This is irresponsible and a mages ability yo adapt is irrelevant. The capacity of the test was stated and then her copy took it to far. Involving her indirectly with the students. By this logic they could have and would have been justified in taking out the instructor herself to remove a threat she had caused just by being their.
