Everyone in my campaign is new to the city, but I am planning on setting the game in the fall. I am going to have the parade with the automatons happen the day before the fireball goes off.
A simple change I made in the beginning of my run that made ALL the difference, ESPECIALLY in chapter 3 was making Captain Cromley incompetent. He's there at the Yawning Portal and runs away when the Troll appears, he shows back up only to pretend he saved everyone, he's around the city being a terrible Captain because the enemy factions have him in their pocket. When he shows up to the fireball, he's so scared that the party can basically run him over and take charge. They were so done with his incompetence that they said they could do his job better, so he let them. Spite is a POTENT motivator and if you make the city watch useless, especially the Cpatain it 1: Makes the city seem corrupt (because it is) and 2: Gives agency to the players to take initiative.
I want my party to go to a tournament and do a joust and just put this main story stuff on halt kinda but i ended the last session with a fireball exploding nearby as they wake up xD
Here's kind of what bothers me a bit about the structure of Dragon Heist: I dont like that the "fun", less railroady bulk of the adventure is entirely at level 2? Im kind of trying to figure out how to change the structure of that a bit
what I would say to make WDH a more sandbox adventure would be to allow multiple paths forward in the city, involiving all the factions and NPCs, and truly allowing the PCs to exlore both the city and the adventure in the way they see fit!

Might just make it level 2+3 and then scale all the later stuff up if I have to
