Yes, it does crop in on the image. It is just easier to do that setting if you have multiple clips. Because then you would have to manually zoom in on each individual clip to fill the vertical frame to remove the black strips. It isn't necessarily turning the footage 90°, it's just rescaling the video to be vertical. You could rotate the clip in the inspector window of the clip if you wanted that look. So strange. Was the Bitrate in your camera high, about 100MB or higher? That's one of the only things I could think of. I've used these steps with Sony, Lumix, Canon and Samsung Galaxy and iPhone footage.
I agree with you it’s strange but I forgot to mention that I’m trying to get a good quality from action cam on my drones such as Gopro12. It’s actually a bit better from 40000kb/s up to 80000kb/s with your settings in 1080
