My bass drum legs don't want to go all the way down to the floor what am I doing wrong?

This is the best time to check whether the bearing edges are true. Most of these drums, straight from the manufacturer have bad bearing edges. Just sayin'. Obviously if your bearing edges are off, you will never be able to tune the drums properly.
